11. In the light of the importance of those programmes for the achievement of Community objectives in the field of animal and public health, as well as the obligatory application in all Member States in the case of the TSE programmes, it is appropriate to fix the appropriate rate of financial contribution of the Community to reimburse the costs to be incurred by Bulgaria and Romania for the measures referred to in this Decision up to a maximum amount for each programme.
12. It appears appropriate to renew the Implementing Agreement between the two international organisations and, taking into account the enlarged Community, fix the Community contribution to the Trust Fund 911100MTF/INT/003/EEC at a maximum level of EUR 4.5 million for a period of four years. The budget of the Trust Fund for 2005 should be made up of the final balance of its funds on 25 January 2005 and a Community contribution to bring the amount to an equivalent in USD of EUR 2 million.
13. In the light of the importance of those programmes for the achievement of Community objectives in the field of animal and public health, as well as the obligatory application in all Member States in the case of the TSE and avian influenza programmes, it is appropriate to fix the appropriate rate of financial contribution of the Community to reimburse the costs to be incurred by the Member States concerned for the measures referred to in this Decision up to a maximum amount for each programme.
14. In order to take into account the possibility for Member States to provide for a further allocation of reference amounts in the first year of application of the single payment scheme according to Article 34(3), second subparagraph, of Regulation (EC) No 1782/2003, it is appropriate to fix the final date for the definitive establishment of payment entitlements at 15 August whilst at the same time taking into account the possibility for Member States to set up a later date where administrative reasons so warrant.
